Meta Business Verification for WhatsApp: Documents, Rejections and Display Names
What Meta business verification is, which documents work for an Indian business, why applications and display names get rejected — and what verification does and does not unlock.

Sooner or later every business on the WhatsApp Business API meets the words “not verified”. Sometimes it is harmless — you simply have not started. Sometimes a submission has been rejected and nobody explains why. This guide covers what Meta business verification is, the documents it needs, the reasons it fails, and how it connects to your display name, your messaging limit and the blue checkmark.
What Meta business verification is
Business verification is Meta's check that your business portfolio — the account formerly called Facebook Business Manager, now managed in Meta Business Suite — belongs to a real, legally registered business. It is done once for the portfolio, not per phone number, and it is the same verification Meta uses across its business tools, not something specific to WhatsApp.
You do not need it to start on the API. Without it, your portfolio starts at a messaging limit of 250 unique customers in a rolling 24 hours. With it, you unlock more — covered below.
WhatsApp Business API and Facebook Business Manager verification
There is no separate “WhatsApp verification” form. You verify the business portfolio that owns your WhatsApp Business Account, from the portfolio's settings in Meta Business Suite (the Security Centre in the older Business Manager layout). The flow asks for:
- Your legal business name — exactly as it appears on your registration documents, not a brand name or abbreviation.
- Business address and phone number — matching what your documents show.
- Your website, where you have one. Meta checks that it is live, belongs to your business and shows your business name or logo.
- Official documents that prove the legal name, and where asked, the address or phone number.
- A confirmation step — a code sent by email, SMS or phone call, or confirmation through domain verification. Email is most likely to succeed when the address is on your business domain, matching your website.
WhatsApp Meta business verification documents required
Meta shows the accepted documents for your country in the upload step, and that list is the final word. Meta's verification guidance describes these general types:
- A business registration or incorporation certificate
- A business licence
- A tax registration certificate
- Articles of incorporation or organisation
- A partnership agreement, for partnerships
- A utility bill or bank statement showing the business name and address — as a supporting document, not on its own
For India, Meta's guidance gives the GST registration certificate, the certificate of incorporation and the business PAN card as examples. In practice, a GST certificate is the simplest for most small businesses and sole proprietors, because it carries the legal name and principal place of business in one document.

Why is my WhatsApp Business API not verified?
“Not verified” can mean three different things. Work out which before you change anything.
- You never submitted. Verification is not automatic when you connect a number. Check the portfolio's settings — if there is a Start verification button, this is you.
- It is still under review. Meta does not publish a fixed turnaround. Do not submit again while a review is open.
- It was rejected. Meta shows a rejection notice in the portfolio settings. The reasons below cover most cases.
The common reasons verification is rejected
- Name mismatch. “Sharma Electronics” in the portfolio but “Sharma Electronics Private Limited” on the certificate, or a brand name where the legal name belongs.
- Address or phone mismatch between what you entered and what the documents show.
- Expired, blurry or cropped documents.
- Unofficial documents — marketing material, business cards or self-made letters.
- Website problems — a site that is down, under construction, does not mention the business, or uses a different name from the one being verified.
- Email on a free domain that does not connect to the business, when the website shows a different contact.
- The wrong portfolio — verifying a portfolio that does not own the WhatsApp Business Account.
What to do after a rejection
- Read the rejection notice in the portfolio settings; it usually names the category of problem.
- Edit the business details so the legal name, address and phone match your documents exactly.
- Fix the website — make sure it is live and shows the same business name and contact details.
- Upload a different accepted document if the first was unclear, or add a utility bill or bank statement as supporting proof of address.
- Resubmit once everything lines up. If you believe the decision is wrong, contact Meta Business Support.

Your display name is reviewed separately from business verification. You enter it during sign-up, and Meta reviews it against its display name guidelines as your business scales — when it is verified or reaches a higher messaging limit. A declined name shows the status Declined in WhatsApp Manager.
Meta's guidance is that the name must accurately represent your business, match your external branding such as your website or marketing, and comply with the WhatsApp Commerce and Business Policies. Measured against that, names usually run into trouble when they:
- Do not appear anywhere on the business's website or public branding.
- Are generic descriptions (“Best Offers”, “Customer Care”) rather than a business name.
- Suggest a different business or impersonate a brand you do not own.
- Use all capitals (other than acronyms), emojis, extra symbols or unusual spacing.
- Look like a web address or include a personal name that has no link to the business.
To fix it, edit the display name to match your branding — Meta allows up to 10 changes in 30 days — or, if you think the name already follows the guidelines, appeal through Meta's support. Adding the exact name to your website's header and contact page before resubmitting removes the most common cause.
Official Business Account, WhatsApp and Meta verification
The badge people still call the “green tick” is now a blue checkmark. There are two different things that can give a WhatsApp business a verified badge, and business verification is not the same as either.

For an Official Business Account, Meta also looks for evidence of a significant presence in credible news articles, so many verified businesses are not granted the checkmark. A rejected request can be resubmitted after 30 days. The full process is in how to get the WhatsApp green tick.
