How to Get WhatsApp Business API Access: Requirements, Steps and Timelines (2026)

Getting the WhatsApp Business API used to mean application forms, waiting lists and a developer. Today most businesses can connect a number in a single sitting through Meta's own sign-up screen. What still trips people up is the detail: which number to use, whether business verification comes first, why a display name gets declined, and what “approval” actually means. This guide walks through all of it, in the order you will meet it.

How to get WhatsApp Business API access: the short version

  1. Have a Meta business portfolio (formerly Business Manager) and a Facebook login that can manage it.
  2. Choose a phone number that can receive an SMS or voice call — or your existing WhatsApp Business app number, using coexistence.
  3. Pick a provider that offers Meta's Embedded Signup, and connect through it.
  4. Start messaging at the 250-customer limit, and complete business verification to grow beyond it.

There is no separate application to Meta that you submit and wait on. Access is granted as you complete the sign-up; what grows over time is how many customers you can message, and that depends on verification and message quality.

WhatsApp Business API requirements for approval

Before you start, gather these. None of them needs a developer.

  • A Meta business portfolio. You can select an existing one or create one during sign-up. Use the portfolio that represents your legal business — it is the one you will later verify.
  • A phone number you own, with a country and area code. Short codes are not supported, and the number must be able to receive a voice call or SMS for its verification code.
  • A number that is not already on WhatsApp — unless you use coexistence with the WhatsApp Business app. Meta's documentation says numbers already in use with WhatsApp cannot be registered unless they are deleted from WhatsApp first.
  • A display name that reflects your real business and matches your external branding, such as your website or shop signage.
  • A two-step verification PIN for the number, which you set when it is registered.
  • Business documents for later — for verification, official documents showing your legal business name. You do not need them to start.

WhatsApp Business API eligibility criteria

Eligibility is less about company size and more about what you sell and how you message. Every business on the platform must follow two Meta policies:

  • The WhatsApp Business Messaging Policy — message people only if they have given you their number and opted in to hear from you on WhatsApp, respect opt-outs, keep your business profile accurate, do not impersonate anyone, and offer a way to reach a person when you use automation.
  • The WhatsApp Commerce Policy — lists goods and services businesses may not buy, sell or promote on WhatsApp.

The Commerce Policy's prohibited list includes firearms; drugs, whether prescription, recreational or otherwise; medical and healthcare products; alcohol and tobacco; endangered species; hazardous goods; real, virtual or fake currency; adult products and services; dating services; multi-level marketing; payday loans and similar lending and debt collection; and real-money gambling. Some of these, such as alcohol and online gambling, are allowed only in specific countries with Meta's permission, licensing and age-gating. Steps to activate WhatsApp Business API

Activation happens in Embedded Signup, Meta's own sign-up flow that opens inside a provider's panel. Your details go directly to Meta. On wbm.link it looks like this:

  1. Create your provider account. Sign up on wbm.link. You can look around the panel before connecting anything.
  2. Click Connect. Meta's sign-up window opens. Log in with the Facebook account that manages your business.
  3. Accept the terms and choose your business portfolio — an existing one, or create a new one.
  4. Choose or create a WhatsApp Business Account, the container your numbers and templates live in.
  5. Add your phone number and verify it with the code Meta sends by SMS or voice call. For an existing WhatsApp Business app number, choose to connect the app and scan the QR code from your phone instead.
  6. Enter your display name — the name customers will see in place of your number.
  7. Submit your first message template. You need an approved template to start conversations with customers. Meta says review can take up to 24 hours.
  8. Invite your team and start replying from the shared team inbox.

That is the whole activation. There is no code to write and no server to set up — the panel handles the connection to Meta's Cloud API.

How to register a phone number for WhatsApp Business API

You have four practical choices, and one caution.

The caution: if your number is currently on WhatsApp Messenger or the WhatsApp Business app and you do not want coexistence, you must delete that WhatsApp account before registering the number on the API. Deleting it removes the chats from the app, so back up anything you need first. If a number has been banned, Meta requires the appeal to be resolved before it can be registered.

A new business portfolio can register two phone numbers. Meta raises that to 20 once the business is verified or reaches the 2,000 messaging limit.

Coexistence: keep the app on the same number

With Meta's coexistence, a number stays active in the WhatsApp Business app while it is also connected to the API. Contacts and up to 180 days of one-to-one chat history can sync, and messages sent from the app or the panel appear in both. Display name review

You enter a display name during sign-up, but Meta reviews it against its display name guidelines as your business scales — when the business is verified or reaches a higher messaging limit. A name is most likely to pass when it is your real business or brand name, used the same way on your website, signage or social profiles, with normal capitalisation and no extra symbols or emojis. Business verification: not needed to start

Many guides say you must verify your business before getting the API. You do not. Every new business portfolio starts at a messaging limit of 250 unique customers in a rolling 24 hours, counting only messages that open conversations outside the customer-service window. Replies within 24 hours of a customer's message do not count.

In practice, the slow part is rarely Meta's systems. It is a verification code that never reaches a landline behind an IVR, a display name that does not match any public branding, or documents that show a different legal name from the one on the portfolio. Get those right and you can be sending templates to your first 250 customers on the day you sign up.

How do I apply for WhatsApp Business API?

You do not send Meta a separate application. You sign up with a provider that offers Meta's Embedded Signup, log in with Facebook, choose your business portfolio, verify a phone number and enter a display name. The number is connected when the flow finishes.

Is business verification required to get WhatsApp Business API?
