Online sports operators, fantasy platforms and sports apps all want the same thing from WhatsApp: a channel where customers actually read verification codes, account updates and match alerts, and where a support team can answer them quickly. Whether the WhatsApp Business API is open to you depends on one question — does money change hands in entry or prize? — and on which country your users are in. This guide sets out Meta’s rules as they stood when we checked them on 14 September 2026, so you can plan a WhatsApp setup that keeps your number and your business account in good standing.

Meta’s WhatsApp policy for iGaming and sports businesses

Since 27 August 2024, Meta’s WhatsApp Business Messaging Policy has treated online gambling and gaming as a regulated vertical rather than a banned one. Meta defines it as any product or service where anything of monetary value is part of the entry or the prize — cash or digital currency included. The policy names betting, lotteries, raffles, casino games, fantasy sports, bingo, poker, skill game tournaments and sweepstakes, and it also covers promotions for these, even where the message itself offers no way to play.

Two kinds of business are therefore treated very differently:

  • Real-money gaming operators — sportsbooks, casinos, lotteries, paid-entry fantasy sports and cash-prize tournaments. These are inside the regulated vertical and need Meta’s permission.
  • Sports businesses without money games — score and news apps, clubs, academies, leagues, ticketing and free-to-play fantasy with no money in either entry or prize. These are ordinary WhatsApp businesses and follow the normal rules.

What an operator needs before messaging players

For a real-money operator, WhatsApp Business API approval is not just the usual account setup. Meta’s policy lists these requirements:

  1. Prior written permission from Meta, requested through Meta’s application form for the gaming vertical. The business applies itself; a messaging provider cannot grant or guarantee it.
  2. Evidence that the activity is licensed by a regulator, or otherwise lawful, in each country you will message.
  3. Compliance with local law and industry codes in those countries.
  4. Age and geographic gating — no messages to anyone under 18, and messages only to users in the countries Meta allows.

Only after that permission is in place do the usual steps apply: a verified business, a connected number, templates submitted for review and opted-in contacts.

Where it is allowed: the country list and India

Meta’s policy page lists the countries where gaming messaging is allowed. On 14 September 2026 the list was Australia, Japan, Colombia, Mexico and Peru. Meta’s rules say regulated-vertical messages must not be sent to users outside the allowed countries — holding a licence somewhere else does not extend the list.

India is not on that list today. When the policy first changed in 2024, some industry write-ups (WATI’s among them) listed India with state-level restrictions, but India does not appear on Meta’s page as we checked it. Separately, India’s Promotion and Regulation of Online Gaming Act, 2025 prohibits online money games. The practical position is plain: real-money gaming messages, including paid fantasy sports, cannot be sent to users in India on WhatsApp.

The list can change, so treat any country list — including this one — as a date-stamped snapshot and check Meta’s page before you launch in a new market.

WhatsApp API for sports notifications and match alerts (no money games)

If nothing of monetary value is involved in entry or prize, there is no WhatsApp Business API sports category restriction to worry about. A cricket score app, a football club, a coaching academy, a local league or a ticketing site uses WhatsApp exactly like any other business, in India or anywhere else.

That covers the messages sports audiences value most:

  • Match alerts and fixture reminders — “Your team plays at 7:30 pm tonight” for users who asked to follow that team.
  • Fantasy sports score updates for free-to-play leagues — points, rank changes and lineup deadlines, where no entry fee or cash prize is involved.
  • Ticketing and membership updates — booking confirmations, gate changes, renewal reminders.
  • Customer support — questions about the app, subscriptions or events, answered in a shared inbox.

The ordinary rules still apply: people must opt in before you message them first, Meta decides each template’s category, and new numbers start at the lower messaging tiers (250, then 2,000, 10,000, 100,000 and unlimited recipients a day) and move up as quality holds. Be careful at the boundary. A free fantasy league that adds a cash prize, or a score app that starts promoting a betting partner, moves into the gaming vertical — and into its permission and country rules.

Template approval for sports and iGaming messages

Every message you start needs an approved template, and template approval for sports messages follows the same categories as any other business. The table shows how common messages are categorised and when each can be sent.

For an operator that holds Meta’s permission and messages users in an allowed country, most day-to-day WhatsApp traffic is account-level and fits the normal categories.

Promotions, VIP retention and affiliate communication

Bonus and promo updates, VIP player retention messages and win-back campaigns are marketing templates. For a gaming operator they sit squarely inside the gaming permission: Meta’s approval, allowed countries only, adults only, and an explicit opt-in to marketing from each recipient. A user who opted in to account alerts has not opted in to promotions. Honour stop requests immediately, and exclude anyone who has self-excluded or set limits under your responsible-gaming tools.

Affiliate and partner communication is different. Messages to affiliates, media partners and payment or data suppliers — commission statements, campaign briefs, contract reminders — are business-to-business conversations with people who agreed to hear from you. They are not player marketing, though the partners still need to have opted in, and the content must not become a route for promoting gaming to the public.

What happens if the rules are broken

Meta enforces the Business Messaging Policy at the level of both the phone number and the business account. Sending gaming messages without permission, to users outside the allowed countries, to minors, or presenting promotions as utility updates can lead Meta to restrict or ban the number and the WhatsApp Business Account. Low-quality or unwanted messages also lower the quality rating, which limits how many people a number can reach. Rebuilding a banned account is slow and not guaranteed, so the rules are cheaper to follow than to test.
