How to Send Bulk WhatsApp Messages Without Getting Your Number Banned
Why “bulk WhatsApp sender” tools get numbers banned, and the official way to message thousands of customers — opt-in, templates, limits and quality, step by step.

Every week, businesses in India lose WhatsApp numbers they have used for years — usually after trying a cheap “bulk WhatsApp sender” to push an offer to their contact list. There is an official way to message thousands of customers at once, and it is not complicated. It just follows three rules: permission, approved templates and good quality.
Why numbers get banned
Unofficial bulk senders automate a normal WhatsApp or WhatsApp Business app account — often through WhatsApp Web — to fire off messages as if a person were typing them. That breaks WhatsApp's terms, and WhatsApp's systems are built to spot it. When they do, or when enough recipients block and report the number, it is restricted or banned. There is rarely a way to get it back.
The official way: the WhatsApp Business API
The WhatsApp Business API is Meta's platform for exactly this job. Businesses send template messages — pre-approved by Meta — to customers who have opted in, within a messaging limit that grows as the business proves its messages are wanted. You use it through a provider's panel, which handles the sending, pacing and reporting.
Step by step
1. Collect opt-in
WhatsApp's Business Messaging Policy says you may message people only if they have given you their number and agreed to receive messages from you. Meta's guidance is to make it clear the person is opting in to WhatsApp messages and to name your business. You can collect opt-in anywhere — a website form, a checkbox at checkout, in the shop, or in a WhatsApp chat the customer started — and you must honour every opt-out.
2. Connect your number to the API
Sign up with a provider and connect your number through Meta's official sign-up. With WhatsApp coexistence, you can even keep using the WhatsApp Business app on the same number.
3. Get a template approved
Bulk messages must use a template approved by Meta, usually in the marketing category for offers. Write it clearly, add variables such as the customer's name, and include sample values. 4. Build your audience
Import your opted-in customers from a spreadsheet and group them with labels — “Diwali enquiries”, “paid last year”, “Pune branch”. A smaller, relevant audience reads more, blocks less and costs less than your entire list.
5. Schedule and pace the campaign
Send at a sensible hour, and for a large list, spread it out rather than blasting every message in the first minute. A good panel lets you set the sending speed and pause a campaign if something looks wrong.
6. Watch delivered, read and replies
Track how many messages were delivered and read, and reply quickly to customers who respond — their replies open a 24-hour window in which your answers do not need a template.

Meta caps how many different customers your business can message outside the 24-hour window in a rolling 24 hours. The limit is shared by all the numbers in your business portfolio:

Replies inside the 24-hour window do not count towards the limit — only messages that start a conversation do.
Quality rating: the number that protects you
Meta rates each number's quality from how customers received your messages over the past seven days, with recent messages counting more. The strongest signals are blocks and reports. The rating shows as green, yellow or red, and a healthy rating is what lets your messaging limit keep growing.
- Message only people who opted in — cold lists are the fastest way to a red rating.
- Be relevant — a segment that asked about a product will welcome the offer; everyone else may block it.
- Don't overdo frequency — a weekly offer is fine for most businesses; daily ones get blocked.
- Make opting out easy — someone who can say “stop” is less likely to report you.
- Personalise — use the customer's name and what they bought or asked about.
