WhatsApp API Pricing by Country: How Meta's Rate Card Works (2026)
Why the same WhatsApp message costs ₹0.86 to a customer in India and over ₹10 to one in Germany — how Meta's country rate card works, with rates read from it.

If your customers are all in India, WhatsApp pricing is one short table. The moment you message someone in Dubai, London or Jakarta, it is a different price — sometimes many times higher. That is because Meta does not have one global price for a WhatsApp message. It has a rate card by country, and the country that counts is your customer's, not yours.
WhatsApp API pricing per country: how it works
Since 1 July 2025, Meta charges per delivered template message. Three things decide the price of each one:
- The category — marketing, utility or authentication.
- The recipient's market, decided by the country calling code of their WhatsApp number. A message to +971 is priced at the UAE rate, even if your business is in Jaipur.
- Your volume, for utility and authentication messages only — Meta lowers those rates in tiers as your monthly volume grows.
Messages that fail to deliver are not charged. Until 30 September 2026, free-form replies inside the 24-hour customer service window are free; from 1 October 2026 Meta's rate card adds a service rate for them too (more below).
Markets, regions and “Other”
Meta's rate card lists some countries as standalone markets with their own rates — India, Indonesia, Brazil, Mexico, the UAE, Saudi Arabia, the United Kingdom, Germany and others. Every other country falls into a regional rate: North America, Rest of Africa, Rest of Asia Pacific, Rest of Central & Eastern Europe, Rest of Latin America, Rest of Middle East, Rest of Western Europe, or Other. Rate cards come in 16 currencies
Meta publishes the rate card as downloadable files in 16 currencies, including USD, INR, EUR, GBP, AED, SGD and IDR. The rates in each currency card are set by Meta for that currency — they are not a live conversion of the dollar card — so a business billed in rupees should read the INR card.

These rates are copied from Meta's INR rate card effective 1 July 2026. They are the base per-message rates before any volume discount, and before GST or your provider's fees.

A few things stand out. India is one of the cheapest markets on the card for every category. A marketing message to Germany costs more than eleven times one to India. And the gap between marketing and utility is not the same everywhere: in India marketing is about 7.5 times utility, in Indonesia it is less than double.
Authentication-international rates
In nine markets — Egypt, India, Indonesia, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa and the UAE — Meta charges a higher authentication-international rate when the business sending the OTP is based in a different country from the recipient. On the INR card, an OTP to an Indian number costs ₹0.115 from an Indian business but ₹2.4971 from a business based abroad; to Indonesia the international rate is ₹9.9638. Meta decides a business's country from public information about it, and businesses can set their primary location in Business Manager.
What changes on 1 October 2026
Meta has already published the rate card that takes effect on 1 October 2026. Reading it against the July card, three kinds of change appear:
1. A service rate in every market
The October card adds a Service column: replies inside the 24-hour window are charged at the same rate as utility in each market — ₹0.115 in India, ₹1.1509 to the UAE, ₹1.6122 to the UK. Meta's partners report a free allowance of 1,000 service messages per business phone number per month; that allowance is not written on Meta's own pages, so confirm it when the change takes effect. 2. New standalone markets
Nine countries move from regional pricing to their own rates. Meta describes Bangladesh, Iraq, Nepal and Sri Lanka as getting lower utility and authentication rates (for example ₹0.2712 for Bangladesh and ₹0.1466 for Sri Lanka on the INR card), and Kazakhstan, Kuwait, Morocco, Oman and Ukraine as getting higher ones (₹3.2226 for Kuwait). All nine also get an authentication-international rate, which Meta says is higher than the regional authentication rate they paid before.

- Price campaigns by destination. A festive offer to 1,000 customers in India costs ₹863 at Meta's rate; the same offer to 1,000 customers in the UAE costs ₹3,661 today and ₹4,211 from October.
- Keep updates as utility. In Gulf markets the gap between marketing and utility is roughly three to one or more — a promotion added to an order update is expensive.
- Do not assume a “Rest of” rate is cheap. Rest of Asia Pacific marketing is higher than India, the UAE or the UK.
- Split lists by country so you can see what each campaign really cost.
- Check how your provider bills foreign messages. Some add a markup per message; ask for their rate next to Meta's for each market you send to.
A short history: from conversations to messages
Country rates are not new — only the unit changed. Until 30 June 2025, Meta billed per 24-hour conversation, also priced by the customer's country (and, from June 2023, by category). On 1 July 2025 it switched to per delivered message, keeping the country rate card. Since then Meta has updated the card several times — January, April and July 2026, and now October 2026.
