WhatsApp Business API vs Push Notifications and Facebook Messenger
Push notifications are free but only reach people with your app and notifications on. Messenger reaches people through your Facebook Page. Here is where WhatsApp fits against both.

If your business has an app, you already have push notifications. If you have a Facebook Page, you can use Messenger. So why pay for messages on the WhatsApp Business API? The honest answer is that each channel reaches a different set of people under different rules. This guide takes the two comparisons in turn and ends with a simple way to decide what goes where.

How push notifications work
A push notification is sent by your app's server through Apple's push service for iPhones or Firebase Cloud Messaging (FCM) for Android. Google lists FCM as no-cost on its Firebase pricing page. The limits are about reach, not price:
- Only people who installed your app can receive them — and it must still be installed.
- Permission is required. Apple requires apps to ask before showing alerts. On Android 13 and later, notifications for newly installed apps are off by default until the user allows them.
- They are easy to miss. A notification sits among many others, can be swiped away, and is gone once dismissed.
- There is no conversation. A tap opens the app; the customer cannot reply to the notification itself in a chat thread.
How WhatsApp compares
- Reaches customers without your app — anyone on WhatsApp who has opted in to hear from you, from just a phone number.
- Messages stay in a chat the customer can scroll back to, with documents, images and buttons.
- Two-way by design — the customer replies and your team answers, from a shared inbox or an AI assistant.
- It costs money per message. In India, Meta's rate card (effective 1 July 2026) lists ₹0.8631 per delivered marketing message and ₹0.115 per utility or authentication message, before 18% GST.
- Templates need Meta's approval, and customers must have opted in.

Use push for anything tied to app activity and cheap to repeat: a new message inside the app, a price drop on a saved item, a streak reminder. Use WhatsApp for customers who have not installed or have deleted your app, and for messages that must be seen and may need a reply — an order problem, a payment due, an appointment change. One sensible pattern is to send the push first and use WhatsApp for customers who cannot receive it.
WhatsApp Business API vs Facebook Messenger API
Both are Meta products, and they share some ideas — a 24-hour window, templates for messages outside it, paid marketing messages. But they identify customers differently and follow different rules.
How the Messenger Platform works
- Conversations happen between a Facebook Page and a Facebook or Messenger user. The business identifies the customer by a Page-specific ID, not a phone number.
- The 24-hour standard window opens when the person messages your Page, taps a button or interacts with an ad. Inside it, Meta's policy allows promotional content.
- Outside the window, options are limited. The HUMAN_AGENT tag lets a person reply for up to 7 days. Marketing messages on Messenger, launched on 1 July 2025 and available in India, are charged per delivered message to people who subscribed, with at most one marketing message per Page per person per day.
- Older options are closing. Meta deprecated Recurring Notifications on 10 February 2026, and from 27 April 2026 rejects the CONFIRMED_EVENT_UPDATE, ACCOUNT_UPDATE and POST_PURCHASE_UPDATE message tags, pointing developers to utility templates and the Marketing Messages API.
How WhatsApp compares
- Customers are identified by phone number, which most Indian businesses already collect at checkout, on forms and at the counter.
