WhatsApp Business API vs RCS Business Messaging in India: A Clear Comparison

RCS brings rich, branded messages to the phone's default messaging app. Here is how Google's RCS for Business works in India today — with its India-specific limits — compared with WhatsApp.

RCS (Rich Communication Services) is the upgrade to SMS: branded messages with images, carousels and buttons, delivered inside the phone's own messaging app instead of a separate one like WhatsApp. Google runs the business side of it, now called RCS for Business (earlier, RCS Business Messaging or RBM), and India is one of its live markets. This guide compares it with the WhatsApp Business API on reach, rules, cost and fit, using Google's and Meta's own documentation.

What RCS for Business is

A business creates an agent — its verified sender profile with name, logo and a “Verified” badge — through a registered RCS partner. Messages arrive in Google Messages for people whose phone and mobile operator support RCS and who have RCS chats turned on. Google's help pages note that availability varies by region and carrier. Google describes the platform as working on Android and iOS; whether a particular iPhone user in India receives RCS business messages depends on their operator's support.

Features include rich cards and carousels, suggested replies and actions, images and video, read receipts and analytics. Customers can reply, block, report spam and, in India, unsubscribe from the conversation.

India's rules for RCS agents

Every RCS agent must declare one use case before launch, and it cannot be changed afterwards. Google lists four: OTP, Transactional, Promotional and Multi-use — and Multi-use is not available in India. So an Indian business that wants to send both order updates and offers needs separate agents.

Promotional agents in India have extra limits, according to Google's business rules page:

  • Sending hours — businesses can start conversations only between 7 AM and 10 PM, seven days a week.
  • Messages per person — over a rolling 28 days, an agent can send a user 8, 4 or 2 initial messages depending on whether its reputation is high, medium or low.
  • Reach — unique users per rolling 28 days are capped at 300 million, 25 million or 1 million by reputation. New agents start at low reputation.
  • Cross-agent limit — since 1 April 2026, low-reputation promotional agents in India share a daily cap on how many promotional messages one user can receive from all of them together.
  • Replies to messages the user started are exempt from these traffic limits.

How each is priced

WhatsApp has one published rate card from Meta. For customers in India (effective 1 July 2026): ₹0.8631 per delivered marketing message and ₹0.115 per delivered utility or authentication message, before 18% GST, plus your provider's fee. Messages that fail are not charged.

RCS for Business counts billable events. Google's billing FAQ defines a basic message as text-only and 160 characters or less, a single message as one with rich content or longer text, and an A2P conversation as starting when a user replies within 24 hours. Mobile operators decide the prices, and Google does not publish India rates — so ask your RCS partner for the rate per event type and whether a rich card counts as a single message.

Where RCS has the edge

  • No extra app — it arrives where SMS arrives, for customers who do not use WhatsApp much.
  • A natural upgrade to SMS for businesses already sending OTPs and alerts by text.
  • Rich, branded promotions with carousels and suggested actions, from a verified sender.

Where WhatsApp has the edge

  • Reach that does not depend on the operator or the phone's settings — if the customer is on WhatsApp, the message can arrive.
  • One number for everything — offers, order updates, support chats and OTP templates, without separate agents per use case.
  • Conversations are the core of it. Customers already talk to businesses on WhatsApp, and replies flow into a shared team inbox.
  • Mature tools for small teams — template builders, broadcasts, chatbots and AI assistants, available from many providers in India.
  • No fixed time-of-day window for promotional sends, though good practice still says to avoid late nights.
