WhatsApp BSP vs Direct Meta Access: Solution Partners, Tech Providers and Resellers Explained

Every WhatsApp API provider runs on Meta's official platform — the difference is who holds the account, who bills you and who helps when it breaks. Here is what each route means today, and a checklist for choosing.

Search for WhatsApp Business API access and you meet a crowd of labels: official API, BSP, Meta Business Partner, Tech Provider, reseller, agency. Sales pages use them loosely, and some imply that one route is "more official" than another. This guide sets out what each term actually means in Meta's partner programme today, what changes for you as a business — account ownership, billing, support — and how to choose a partner without being caught out by the fine print.

Every route runs on Meta's official platform

There is one WhatsApp Business Platform, and Meta runs it. The Cloud API — the version businesses use today — is hosted by Meta: every message sent through any legitimate provider travels through the same Meta servers, under the same rules on templates, opt-in, quality ratings and messaging limits, and is priced from Meta's rate card for the recipient's country.

So when a provider says it offers the "official API", that is the minimum, not a distinction. What actually differs between routes is:

  • Who builds the software your team uses — you, or the provider.
  • Whose business portfolio holds the WhatsApp Business Account and phone number.
  • Who bills you for messages — Meta directly, or a partner that invoices you.
  • Who you call when a template is rejected or a number is restricted.

WhatsApp Business Solution Provider vs official API: the four routes

1. Direct access: build on the Cloud API yourself

Any business can use the Cloud API without a partner. Your developers create a Meta app with the WhatsApp use case, connect it to your business portfolio and WhatsApp Business Account, register a phone number, generate a system-user access token and add a payment method. From there you send messages through Meta's Graph API and receive customer messages on a webhook you host.

What you get is the API and nothing else. The team inbox, contact lists, template management screens, broadcast scheduling, chatbot logic, reporting, user permissions and data storage are yours to build and maintain. Meta bills you for messages directly. It is the right route for a company with engineers and a clear reason to own the whole stack — and it is the route every provider itself is built on. 2. Solution Partner — what most people call a BSP

"Business Solution Provider" (BSP) is the name the industry has used for years. In Meta's current documentation, the equivalent is a Solution Partner: a Meta Business Partner that provides the full range of WhatsApp Business Platform services to other businesses. The defining feature is money. Solution Partners have credit lines they can extend to clients, so a client does not need to add its own payment method during onboarding, and they can invoice their clients directly for platform usage.

For you, that means one bill from the partner covering both its software and your WhatsApp messages. It is convenient — and it is also where message markups live, because the partner sets the price it charges you for each message. Ask for its rates next to Meta's.

3. Tech Provider and Tech Partner

A Tech Provider offers the same range of services — onboarding through Meta's Embedded Signup, software, support — but has no credit line. After onboarding, you add your own payment method and Meta bills you for API usage; the Tech Provider bills you separately for its software. A Tech Partner is a Tech Provider that is, or is eligible to become, a Meta Business Partner, which gives it access to Meta's accelerator programme. For a client, the billing model is the same as a Tech Provider's.

The practical upshot: with a Tech Provider you see Meta's message charges on Meta's own invoice, and any per-message fee the provider adds appears separately on its bill. With a Solution Partner you get one consolidated bill, and the per-message price on it is the partner's. Neither is more "official" than the other.

4. Resellers and agencies

"Reseller" is not a tier in Meta's programme. It describes a commercial arrangement: an agency, consultant or software company that sells access running on top of a Solution Partner's or Tech Provider's infrastructure, often bundled with setup, template writing or campaign management. Many are genuinely useful — local language support, hands-on help, industry know-how. The risk is an extra layer between you and your account: another margin on the price, and another party whose cooperation you need if you want to leave.

Going direct gives you maximum control: the account is plainly yours, Meta bills you at its own rates, and nobody can hold your number or data. You give up speed and support — Meta's developer support is not a helpdesk for your sales team, and every screen your team needs is a software project.

Going through a reseller or partner gives you a working inbox on day one and a person to call. You give up some transparency. The questions that matter are whether the account sits in your business portfolio, whether message prices are passed through or marked up, and how easily you can move. A good partner answers all three in writing before you sign.

Where to find the list of Meta Business Partners for WhatsApp API

Meta publishes its own directory: the WhatsApp Business Platform "Find a partner" page, where you can browse partners by region, industry and capability. It is the only authoritative source for whether a company holds partner status. Lists on third-party blogs — including "top 10" rankings — go out of date and are often written by the providers they rank.

If a provider tells you it is a Meta Business Partner, check it there. If it says it is a Tech Provider, ask which it is, since Tech Providers are not all Meta Business Partners. And remember that partner status tells you a company met Meta's requirements; it does not tell you whether its pricing, product or support suit your business.

Whichever label a provider carries, put the same questions to it. Ask for the answers in writing.

Pricing transparency

  • Is the full price published, or only available after a demo?
  • Is monthly billing available, or only quarterly and annual plans paid upfront?
  • What is included — chatbot builder, AI replies, extra numbers — and what is an add-on?

Per-agent fees

Many platforms charge per user. A plan that includes three agents can cost more than double its headline price for a six-person team, or not allow a sixth person at all. Price the plan for the team you will have in a year, not the one you have today.

Message markups

Ask for the provider's price per marketing, utility, authentication and service message, next to Meta's rate for India. Ask whether they add a per-conversation or per-message platform fee on top. With a Tech Provider, Meta bills messages to you directly, so check only for fees the provider adds; with a Solution Partner or reseller, the partner sets the rate.

Number ownership and portability

  • If I leave, will you release the number so I can connect it to another provider?

Data export

Your contacts, labels, opt-in records and chat history are business assets. Ask how to export them, in what format, and whether export is available on every plan. Do a test export before you import ten thousand contacts.

Support language and hours

When a template is rejected on a campaign day, you need an answer in hours, in a language your team is comfortable with. Ask who you will talk to, through which channel, in which languages, and during which hours — and whether support is included or sold as a plan.

What is the difference between a WhatsApp Business Solution Provider and the official API?

There is no conflict between them. The official API is Meta's WhatsApp Business Platform, and every legitimate provider uses it. A Business Solution Provider — a Solution Partner in Meta's current terms — builds software on that API, onboards you and can bill you for messages on its own invoice.

What is the difference between a Solution Partner and a Tech Provider?

Billing. Solution Partners have credit lines and can invoice clients directly for WhatsApp usage. Tech Providers have no credit line: clients add their own payment method and Meta bills them for API usage, while the Tech Provider bills separately for its software.

Can I get the WhatsApp Business API directly from Meta?
