Is a site visit reminder a utility template?

Yes. A reminder of a visit the buyer booked is utility. Adding launch prices, offers or other projects makes it marketing.

Can I send site visit reminders to leads from property portals?

Only to people who agreed to be contacted on WhatsApp. A buyer who booked a visit with you and gave their WhatsApp number for it can get the reminder; a bought list cannot.
